The software is there. The problem is hardware. The best in the world is stuff like the Boston Dynamics quadrupeds. They’re good but not great. We can’t quite replicate fast, fine motor function, especially for grasp-but-not-crush hands. And stuff like that burns battery power far too quickly for what modern battery packs can provide.

You can run stuff on a little GPU, IGPU, or even just a CPU. You’ll be limited by RAM/VRAM, and obviously it’ll be slower, but it’ll work.

It’s because they’re big companies. The bigger they get, the less they can focus on any one thing. More people means more risk of someone being unqualified, and less oversight through more layers of middle management, most of whom are also unqualified.
