Interesting. In California you are required to stop if someone else stops at a crosswalk for this exact reason. I’m surprised Illinois doesn’t have such a law.
I response to your comment, I looked in the compiled statutes, and such a law exists. I guess it just isn’t mentioned in the handbook.
