Most states you have to park at least 15 fert away from any hydrant. This is far too close, they are WELL within their right to bust windows, or flatten your car to get to the hydrant. Usually they ram the car out of the way. And its all on the owner for not following a basic law.

3 15 feet away is insane, I’d expect at minimum a clearly visible marking on the street. Where I live, the hydrants aren’t even visible, just small iron plates in the ground; never heard about any issues with firetrucks accessing water.
Also, they almost always are, there are a ton of regulations on how visible they must be, and usually include yellow marking on the curb where you must not ever park.
