I live in the UK and regularly travel to and from the rest of Europe. Never had my carry on luggage weighed. Not on the way out or the returning journey.

I check in online and rarely travel with hold luggage, usually only a big rucksack to carry on, so maybe that is part of the reason. Though one would think that would make them want to check the weight of my bag more??

I dont even know where they would weigh my carry on luggage as I don’t use the check in desks. Unless they discretly do it while at the security scanners?? That would be news to me.

Maybe I’ve just been lucky.
