i would put the small distributed files behind an API and set a cache on the client?
if you don’t want to do that due to wanting local offline then maybe separate the databases as plugins and download/subscribe based on if users enable them, similar to how CoMaps works.
I’ve felt similar in the past but I’ve come to see it more as trying to spark interest. as a child of the 90s the thing that got me into the sciences was how cool it was portrayed in the media, from bill nye to movies like hackers.

for the people that doubt this I’ll share my first hand experience. i grew up in a very religious conservative house. i got into an argument when i was a teenager with my dad about my own personal autonomy. basically about not being allowed to do things that actually make my life more positive, like having friends he disapproved of or listening to the music i liked. afterwards i talked to my mother about how she puts up with him and his controlling behavior. she basically said, ‘you and i are his property we have to do what he says because God.’ that was the day i left religion and conservative ideas; realized it was all just about having power over others.
