the full text of the bill, for those curious. It’s only five pages. It seems to amount to Congress saying, “Hey states, think about charging large-load energy buyers for the costs of incremental upgrades, ok bye”.

There’s nothing in the bill to incentivize such a move, nor is there any legal barrier to states doing that now, that I know of. It’s a do-nothing bill designed to shore up independent support for faltering Republican midterm campaigns.

Wouldn’t you know, all the non-regulated utilities have considered lowering their rates and somehow all came to the conclusion they shouldn’t

The bill requires state utility regulators and nonregulated utilities to only “consider” whether to make data centers pay for any infrastructure upgrades or other costs associated with their high electricity demand.

They’re not wrong. It sounds like the point of this is to look like they’re doing something, instead of actually doing something.

And no doubt later brag that it’s working. It’s basically just a setup to win votes at the next election

It’s literally no different than doing nothing it seems. Just costs more money
