Assembly Bill 2164 authored by Assemblymember Rebecca Bauer-Kahan (D-Orinda) would have prohibited California’s governor from recognizing a request for extradition of a person related to their providing a legally protected healthcare activity in the Golden State to transgender individuals, or if they provide reproductive services. It provided certain exemptions, such as an extradition required by federal law.



Only way this makes sense if he takes health care out of it and specifically frames it as “You don’t get to constrain the powers of the governor.”
I can also see a flaw in the law… what if some state wants to extradite someone for medical malpractice?
“Oh, nope! They do gender affirming care! Doctor Mengele is now safe from extradition!”
Either way, it will be fascinating watching him try to weasel his way through the primaries on this.
