It provided certain exemptions, such as an extradition required by federal law.

For someone like Newsom there will never be a right time or manner to implement protections for trans people. And there will always be some clever excuse for which to cling. But when they are called to protect the interests of the powerful, they will break any precident or boundry to achieve those aims.

He doesn’t want to set the precedent that such actions can be mandated in advance by an outgoing administration.

I can also see a flaw in the law… what if some state wants to extradite someone for medical malpractice?
