Unfortunately there is case precedent that this wouldn’t count, legally.

Not really… Even if there was political will to hold him to account, he’s got the court giving him blanket immunity
If they had any balls, the Democrats should be promising $7500. At the point we are in politics, they need learn to play the game with the new rules
Or at the very least, they should promise to vote for $5k either way. That wouldn’t even be illegal
Democrats would need to follow through, or they’d lose a generation of voters for decades.
Trump will just never send the money and Republicans will never talk about it again.
