Like formatters and git ignore configuration, some agent instructions are personal and those should not be commited. But some are worth sharing. Having formatter config in a repo is not uncommon. And in this case the file is only a link to the readme, so the agent reads the contrib guidelines.
Which makes sense, if you want some standards across contributions. Setting aside that agent assisted contribution itself is questionable, as long as it is happening, a universal agents file is probably helpful.

Pretty much anywhere you can think of a compelling reason to use a bloom filter, they are nice to use. In this case, though, you aren’t really proposing anything, so it is difficult to say. What repositories? What are you looking for?
If it is some sort of dependency check or similar which only needs a membership check, this would be a good way to filter out a great many. As long as your good with a few false positives that you actually charge, then maybe.

It is a consumer good. If people consume it, the point is to fulfill that demand. To them it probably seems useful to have a phone and a tablet in one device. The unfolded screen size simply doesn’t fit in one’s pocket.

It isn’t a US thing. I don’t even live there nor was it invented there. It just happens to actually be very good at several things. There are some drugs that have a high impact to risk ratio; this is one. Not only is it good for diabetes control and weight loss, it is so far as we can tell safe. In addition, it seems to show promising characteristics regarding dementia too, at least in some early observational trials.
Drugs are not the solution to all problems, but sometimes science turns up something good for humanity.

I think in the past there would have been a tacit expectation that one consults with allies at least for some logistics, but currently there is no such expectation I assume, and there is certainly no such requirement. What a catastrophe it would be. One from which humanity may never recover.

Waste of tokens for the agent to make changes that the human then changes to comply with contrib guidelines. Potentially a smaller number used to read in some guidelines and get closer to correct in the first place.
