Most people don’t have any insurance to cover this precisely because the NHS will always pick up the bill. I’ve never heard of any criminal getting a bill for medical charges they’ve caused. Here in Germany, its all personal insurance - albeit strictly regulated. Maybe that’s how it works in France?
